As frog pointed out that feature is limited to subscription members. Two reasons. It gives something extra to those who are subscribers that help support the forum and 2, it keeps someone from joining and then scanning through profiles collecting contact information and such.

Along the top of any page you'll see tabs (Home, Forum, Help, Search, etc).  Click on "Profile", then scroll down to "Actions" and click on "Paid Subscriptions".  You'll then have the opportunity to subscribe to a Premium Membership for $1/day, or $2/week, or $7.50/month, or $50/year.  Obviously $50/year is the best value.
