It looks like a diaphragm vacuum pump. If the pump has a diaphragm, the diaphragm likely has a hole in it. If you could find the part, it might be cheap to repair. Something like a shoe goo glue might be able to patch the hole temporarily.

I have made diaphragms for water pumps out of EPDM rubber (pond liner, like inner tube rubber) and leather. Works about the same as that vacuum pump so it should work also.
